Starting with the benefits, but also examining the limitations of societal analysis, this paper translates into public action European research on the linkages between corporations and institutes of higher education with regard to innovation. Based on the identification of public action conventions for R&D and innovation, it traces the main developments in societal systems for public action in these fields. The paper demonstrates that they are becoming less dependent on national institutional frameworks, whereas international mediators and local dynamics are developing.
