The research whose methodology is analyzed here appears to make use of optimal conditions for comparison: an identical public health problem is appearing simultaneously in a large number of countries, including the European welfare states, whose social, political, and cultural levels of development are very similar, as they all have medical cover and social security for the entire population. AIDS provides an ideal opportunity to observe how the various national and sectoral systems are dealing with a new problem.
