This paper studies the emergence of a policy for asylum seekers and the protection of refugees in Central European countries, notably in Hungary and the Czech Republic, in the context of their recent accession to membership of the European Union. More specifically, it analyzes the acquisition of knowledge and expertise over European issues by academic, administrative, and social actors willing to occupy positions at the interface between the European and the national space.
