Institutional Transfers and Gender Equality Policies in New European Union Member States: From the Creation of a Public Policy Domain to Investment in This Domain by Actors
The development of community-wide gender equality policies and the terms of membership imposed on Eastern European countries offered a favorable structure and an opportunity to quickly implement many legislative and institutional transfers in this domain. While considering this dynamic, this paper highlights the influence of socialistic and transformational legacies, thus providing the basis for the study of major differences between the institutional solutions adopted in a range of national contexts. In addition, inspired by the new sociological direction of studies of Europeanization, it addresses the interactions that are emerging at the domestic level between political investment in gender, the motivations of the actors mobilized around these issues, and the community context.
