A Different Model: Culture and Education, the Third Pillar of German Foreign Policy

Germany?s foreign policy as regarding culture and education is not limited to the actions of the Federal Ministry of Foreign Affairs. A large number of intermediary organizations have extensive autonomy in this area in terms of both content and programs, which enables Germany to offer a pluralistic image of its culture and society beyond its borders. This paper presents the main intermediary organizations and their various contributions to foreign policy, which aims to be sustainable and articulated around the values Germany wishes to convey. In better responding to the new challenges of global politics, the modernization of foreign policy instruments has proved essential. This implies, for example, taking cultural and creative industries into account, the reinforcement of alumni networks, and the development of models for cooperation between the State and civil society.
