Sociology?s tools are crafted in order to test hypotheses expressed in specific historical and political contexts. The best of these tools, including the Moreno Question, have become standard and are used in many research protocols. However, it may not be possible to apply them to every case. The history and properties of these tools condition their use, which partly explains why the Moreno Question is hardly ever used in France. While other indicators are favored in the study of the relationship between national and regional identities, the Moreno Question is used to study the relationship between national and European identities.
