Translation of international HER models and prescriptions: comparing the Belgian regional territories

Since the last decades, Belgium is continuously engaged in constitutional reforms, supported by a dual process of Europeanisation and further transfer of competences to regions and communities. In 1989, policies of the sector of higher education and research have been transferred to the federated entities which now perform two different regimes. The socio-historical analysis of the transformation of the policy instruments (Lascoume, 2007) in the two main regions, Flanders and Wallonia, sheds light on the modes of coordination that slowly established between the stakeholders, through a slow process of negotiation, of back and forth between the actors, in distinct political and administrative frames. The analysis reveals the different dynamics of hybridization in the two regions and the stability and plasticity of the institutions facing at the same time new regional political developments and the acceleration of internationalization in HER.
