The study of how members of the European Commissioners? private staff perceive their functions makes it possible to draw up an analysis of the European institutions in general and the Commission in particular, in terms of administrative cultures. Perceptions of community construction produced in each Member State and the way it is exercised by the various ?administrative professionals? involved in it appear to be a more decisive factor in the appraisal.
