This paper is an analysis based on the observation of regional partnerships that bring together the public institutions involved in regional implementation of the second phase of ESF community policy (1994–“1999). Apart from a handful of convergences typical of this type of cooperation, the study, which was conducted in three regions of France, outlines the specific nature of the systems of games and arrangements established in each area of negotiation.
