A Critical Analysis of Pure Management: Change Management in the Public Sector in Western Europe

In spite of the very large variety in European public sectors when compared to one another, there are homogeneity and uniformity as far as the reforms are concerned. The similarities between predominant argumentation and approaches concerning the same solutions from one country to the other, are rather perplexing, given how much these countries? situations differ from one another. Given the successes and failures, such a paradox cannot be considered without questioning the rationale underlying the management of such changes, and also, maybe, without any truly epistemological critique of administrative reform.
