German Political Foundations in the Context of European Enlargement: Institutional Transfer and Diffusion of European Expertise

This paper examines the transfers underlying the enlargement process in the European Union. Without focusing on any specific sector, the approach considers a particular type of agent, namely the foundations connected with political parties. An analysis of their actions as they aim to extend their economic and labor union expertise into Poland reveals the reciprocal nature of these transfers. In this context, the capacity to interpret the process of European integration is revealed as a matter of power.
