Francophonie is a multinational organization operating as one of the new players on the international scene. But can it be acknowledged as a player in world politics? This paper first describes the institutional nature of Francophonie and of the system that underpins its many unique features. It then clarifies relations between the organization and its members, and finally examines its influence as a global player, a status to which it aspires.
