The first part of this paper presents the philosophical basis and historical development of quantitative international assessments in the field of education policies. It then goes on to analyze their contributions and limitations. Finally, it highlights the need for their renewal, with the necessary evolutions both upstream, when the surveys are designed, and downstream, when they are interpreted and implemented.
