Reforming Arms Procurement Systems in France and Germany: A Paradoxical Return of the Military?

This paper analyzes the evolution of civilian-military relations within arms purchasing systems in France and Germany. When they were put in place immediately following World War II, these two systems were very different. Yet their evolution was comparable to that of sectorial reforms during the 1990s. A comparison of the two systems reveals a rehabilitation of military actors in the arms procurement process through a greater civilian role in procurement policy and a greater institutional role for the French and German chiefs of staff.
