Relevance and Democratic Procedures in Non-Democratic Parliamentarian Contexts: Syria, Afghanistan, and the “Virtuous Circle”

This paper compares two parliamentary debates on procedural issues in two different contexts: Syria and Afghanistan. Contrary to virtuous circle theory, which presupposes that the establishment of democratic institutions naturally leads to the adoption of consistent attitudes and behaviors along with a substantial consolidation of democracy, the paper shows that democratic principles, whether considered individually or in relation to procedural rules, are not sufficient to establish this consolidation, regardless of the resources of the context.
