Resistance as an Opportunity: The Strategies of French Political Institutions in the Face of Europe

This paper analyzes French governmental strategies aiming to increase its control over the agenda in European politics. Since the Maastricht Treaty, the French parliament has tried to strengthen its control over these issues. Despite undeniable progress, we show that based on imbalances that were present at the start, the government managed to neutralize most of these advances. Our explanation is primarily institutional as imbalances between institutions allowed the government to structure changes and their effects at will.
