Comparing Legislative Production: Issues and Methods

What are the policy issues on which parliaments produce legislation? This apparently anodyne question has only rarely been studied closely, particularly from a comparative perspective. Yet the production of laws is one of the formative elements of a political community and of democratic competition. In this paper, our aim is to study "attention policy" within the legislative agenda and to discuss methodological challenges. From this perspective, we propose studying three methods for comparing legislative production. Finally, we draw lessons from these results and outline a research agenda.
