The electoral implementation of European citizenship brings with it its own tensions and reveals its contradictions, in at least three respects: transpositions into national law illustrate the limits of European convergence; the hesitant implementation reveals a European electorate of uncertain shape; the negligible number of foreign candidates is a sign of the ambiguities of the European parliamentary mandate.
