Parliamentary Oppositions, Minority Governments, and Inclusive Democracy: The Case of the Scandinavian Countries

Scandinavian countries share a political culture of negotiation that has allowed them to set up different types of consultation and association processes between minority governments and parliamentary oppositions. Beyond this diversity, ad hoc majority building has been supplanted by contractual support that is expressed in terms of duration. These agreements become gradually institutionalized and embed trust in increasingly integrated programs. It is likely that these new coalitional frameworks will create a hierarchy between opposition political parties according to their associative potential.
